2002 Taken from: EO - Israël zou ongecontroleerd toegang hebben tot gegevens uit tapkamers Israel alledgedly has uncontrolled access to data from wiretapping rooms Wiretapping rooms, police and intelligence leak EO The Mornings reports that there are strong indications that the Israeli secret service has uncontrolled access to data collected in the wiretapping rooms of Dutch intelligence services and police. Reliable sources from the intelligence service and the police have told this to reporters of EO Radio 1. According to these sources, which are independently saying the same, the leak is at Comverse. This is an Israeli interception system used by the Dutch intelligence services and half the wiretapping rooms of the Dutch police force. Eavesdrop According to sources, the Israelis are capable of intercepting data collected in the Netherlands with Comverse equipment and channeling it to Israel. The leak works as follows. The administrators of the Comverse system can remotely monitor the equipment in the Dutch wiretapping rooms and extract data from it. Similarly, Israeli technicians can retrieve data from the wiretapping rooms. The Dutch users of the Israeli system have no access to the software of the equipment and do not know the full functioning. The company refuses to supply the relevant information. In the second hour of "The Morning" is the contents of secret documents are revealed, showing that the Dutch government has long suspected it. Who knew this, and when? United States In the United States Comverse equipment is also used. Press reports published in December 2001 state that the Israelis had used the equipment to eavesdrop on the police in the United States. Moreover, politically sensitive information from the wiretapping rooms has gone to Israel. Conflicts of Interest The report makes clear that Comverse eavesdrop equipment in the Netherlands three times more expensive than Dutch interception systems. Moreover, research shows that the Comverse equipment is of lesser quality than Dutch equipment. Yet the Israeli systems are still bought, even without a public tender. It is still unclear who decides on the matter. However, there is a conflict of interest. The Dutch director of Comverse came from the Dutch Intelligence Service BVD, where he was systems manager. A former technical director of the BVD was advisor to Comverse. A Comverse employee switched to the National Police, where he started working with new Comverse system. Boris Dittrich Boris Dittrich, Member of Parliament for D66, takes the revelations of the eavesdropping seriously, especially because the Netherlands is considering to acquire more Comverse equipment for Dutch wiretapping rooms. "My first reaction is that it is outrageous that secret, wiretapped information, just goes to Israel. This must be clarified. I find it a very serious issue. Soon, we all depend on an Israeli company that might not adhere to our laws and I think that really is a bad thing." The sources in the documentary did not want their voice on the radio. Original text in Dutch: Israël zou ongecontroleerd toegang hebben tot gegevens uit tapkamers Tapkamers, inlichtingendiensten en politie zijn lek EO-De Ochtenden meldt dat er sterke aanwijzingen zijn dat de Israëlische geheime dienst ongecontroleerd toegang heeft tot gegevens die worden verzameld in de tapkamers van Nederlandse inlichtingendiensten en politie. Dat hebben meerdere betrouwbare bronnen uit de inlichtingen- en politiewereld gezegd tegen verslaggevers van EO Radio 1. Volgens deze bronnen, die onafhankelijk van elkaar hetzelfde zeggen, zit het lek bij Comverse. Dat is een Israëlisch afluistersysteem dat bij de Nederlandse inlichtingendiensten en in de helft van de politie-tapkamers gebruikt wordt. Afluisteren Volgens de bronnen zijn de Israëli's in staat om afluistergegevens die in Nederland met Comverse worden verzameld, door te sluizen naar Israël. Het lek zit als volgt in elkaar. De beheerders van het Comverse-systeem kunnen van afstand inbellen op de apparatuur in de Nederlandse tapkamers en daar gegevens uit halen. Ook zouden Israëlische onderhoudsmonteurs geheugens van tapkamers leeghalen. De Nederlandse gebruikers van het Israëlische systeem hebben geen toegang tot de sofware van de apparatuur en kennen dus niet de volledige werking daarvan. Het bedrijf weigert gegevens hierover te verstrekken. In het tweede uur van ‘De Ochtenden’ is ook de inhoud te horen van geheime documenten waaruit blijkt dat de Nederlandse overheid al langer vermoedens heeft. Wie wist hiervan, en wanneer? Amerika In Amerika wordt ook Comverse-apparatuur gebruikt. Daar verschenen in december 2001 berichten in de pers dat de Israëli’s de apparatuur hadden gebruikt om de Amerikaanse politie af te luisteren. Bovendien zou politiek gevoelige informatie uit de tapkamer naar Israël zijn gegaan. Belangenverstrengeling In de reportage wordt duidelijk dat Comverse-afluisterapparatuur in Nederland drie keer duurder is dan Nederlandse afluistersystemen. Bovendien blijkt uit onderzoek dat de Comverse-apparatuur van mindere kwaliteit is dan Nederlandse apparatuur. Toch worden de Israëlische systemen nog steeds gekocht, zelfs zonder openbare aanbesteding. Het is nog onduidelijk wie hierover beslist. Wel is er sprake van belangenverstrengeling. Zo is de directeur van Comverse afkomstig van de BVD, waar hij systeemmanager was. Een voormalig technisch directeur van de BVD werd adviseur van Comverse. Een Comverse-medewerker stapte over naar het Korps Landelijke Politiediensten, waar hij met het nieuwe Comverse-systeem ging werken. Boris Dittrich Boris Dittrich, Kamerlid voor D66, neemt de onthullingen uit de afluisterwereld hoog op, te meer omdat Nederland overweegt meer Comverse-apparatuur aan te schaffen voor Nederlandse tapkamers. 'Mijn eerste reactie is dat het te gek voor woorden is dat geheime, afgeluisterde informatie, gewoon naar Israël gaat. Dat moet absoluut opgehelderd worden. Ik vind dit zeer serieus. Straks zijn we met zijn allen afhankelijk van één Israëlisch bedrijf dat het misschien niet zo nauw neemt met onze wetgeving en dat vind ik echt een kwalijke zaak.' De bronnen in de documentaire wilden niet met hun stem op de radio. Hun stem is vervormd, of er is gebruik gemaakt van acteurs.
