They are angry over his policy document on Roma integration and threaten to appeal to the European Court of Human Rights. Kostana Jovanovic, president of the National Roma Platform, said this. The document Leers explains how he intends to improve the integration of the Roma, also known as gypsies, a word that many Roma find offensive. The emphasis lies on combating crime and enforcement of school attendance. He does not want to create separate policies for education, healthcare, employment and housing. "Over the past two years we went three times to the ministry to talk. Every time we said that the Minister must take into account our culture and background. We see nothing of this in his policy paper." The Roma also asked him to formulate the policy together and to share the document with them first. That never happened. "We have fought hard, but our opinion and input is simply brushed aside by Leers. We are done with him." European Commission Leers wrote the note on behalf of the European Commission. The European Commission wants all EU countries to have a policy for the social improvement of the Roma before January 1, 2012. "We will not remain idle. Ze zijn boos over zijn integratienota voor Roma en dreigen met de gang naar het Europees Hof voor de Rechten van de Mens. Dat zegt voorzitter Kostana Jovanovic van het Landelijk Romaplatform. In het stuk legt Leers uit hoe hij de integratie van de Roma - ook wel bekend onder de door veel Roma als beledigend ervaren naam 'zigeuners' - wil verbeteren. De nadruk ligt op de bestrijding van criminaliteit en handhaving bij schooluitval. Hij wil geen apart beleid creëren op het gebied van onderwijs, zorg, werk en huisvesting. Volgens Leers moeten Roma hun eigen verantwoordelijkheid nemen en zijn ze niet anders dan andere Nederlanders. Achtergrond "Onzin", aldus Jovanovic. "In de afgelopen twee jaar zijn wij drie keer op het ministerie geweest om te praten. Telkens hebben we gezegd dat de minister rekening moet houden met onze cultuur en achtergrond. Dat zien we nu niet terug in zijn beleidsstuk." Ook vroegen de Roma of hij het beleid met hen wilde opstellen en of hij de nota eerst met hen zou willen delen. Dat is nooit gebeurd. "We hebben hier hard voor gevochten, maar onze mening en inbreng zijn door Leers gewoon van tafel geveegd. Wij zijn klaar met hem." Europese Commissie Leers schreef de nota in opdracht van de Europese Commissie. Die wil dat alle EU-lidstaten voor 1 januari 2012 met eigen beleid komen voor de sociale verbetering van de Roma. "Wij laten het hier niet bij zitten. Als hij de tekst niet voor één januari aanpast, gaan zij naar het Europees Hof voor de Rechten van de Mens. Dit kan echt niet." Leers De minister begrijpt dat de Roma teleurgesteld zijn en dat ze het liever anders hadden gezien. "Toch is het aan het kabinet om het beleid te bepalen. Niet aan de Roma", zegt zijn woordvoerder. "Dit kabinet wil voor de Roma geen speciaal beleid voeren. Voor hen geldt hetzelfde beleid als voor alle anderen." De minister neemt kennis van de mogelijke Europese rechtsgang van de Roma. |
